I would probably check the group on /var/log/syslog as sometimes you just
need to add the logcheck user to the (ex. adm) group.

I am not so sure I want to make it easier to run this as root.  If an admin
edits the actual code, it's more apparent that they might be breaking

The primitive locking you have included does not actually do any locking.
I'd say we either need to leave it as is or disable it entirely.

I'm wondering if we really need locking.  The only things two instances should
share are the offset files, and if one gets updated, that's just less scanning
for the second instance.

#144118 is the reason locking was added.  Perhaps something has changed?
