You are using two debconf notes which really look like a debconf abuse (from debconf-devel(7): "It should be used only for important notes that the user really should see, since debconf will go to great pains to make sure the user sees it"). The first note (logcheck/install-note) should probably be moved to a README.Debian file or somewhere else in the documentation. Or you should really use debconf to configure these two options (report level and address) instead of displaying a note. The second note (logcheck/changes) can probably be removed. It no longer concerns supported transitions in Debian: the version 1.2.39 is in sarge, and if I understand correctly, it is for transitions from a version < 1.2.3.
