Is there a way to change the cloneable setting for a course in one domain
so that users in another domain can clone it? As dc, look at View?modify
course settings but cannot see any way to do it.

You need to assume a Course Coordinator role in the course for which you wish to configure cloning.

As a DC, from your roles page you can use:
Ad hoc roles in domain <dom> -- Coordinator: "Select Course/Community" link to receive an "ad hoc" CC role in the particular course in the <dom> domain.

Then use:

Main Menu-> Modify course configuration -> Display (General course settings checked)

In the "Users allowed to clone course" row, your options are:
(a) Any user in any domain
(b) Any user in a specified domain (select from a drop down list of domains).
(c) Specific users (username:domain).

Click the "Save Changes" button.
