So the import from csv works, but the implementation does not seem to work. 

In other words, when I open the slot manager, the slot shows up with the 
section restrictions as per my csv, but the restricted slots are restricted 
from all students, even those in the section specified for that slot.

For example, students in section 3 can only see slots with no section 
restrictions on them, but they cannot see the slots which are specifically set 
up as reserved for students in section 3. And that is true regardless of the 
section.

Unless I am doing something wrong, or misunderstanding the way the slots work. 
Which is always a possibility.
