Um, then what's this?

  pkg_add ftp://ftp.plig.org/pub/OpenBSD/2.8/packages/i386/dia-0.86p1.tgz

That installed a precompiled binary of dia for me. Or do you mean that,
say, pkg_* don't have the same functionality as RPM?
