perl -e "print unpack('u', ';0FEG($)R;W1H97(@:7,@=V%T8VAI;F<@>6]U'),qq(\n);"

seems to do the trick.

You could probably also use:

perl -e 'print unpack("u", ";0FEG($)R;W1H97(@:7,@=V%T8VAI;F<@>6]U"),"\n";'

but that wouldn't work on Win32 platforms as they seem to insist on double quotes to 
delimit command arguments.
