Because almost nowhere offers it, and of those that do, it's usually beneath
contempt. 3G actually works in the UK, and wiped out the nascent
wifi industry

I can't remember the last time I went into a pub that didn't have wifi.
Of course, the quality of the service often leaves much to be desired.
