do you knew when person grows elder in Pakistan their parents hope them a job of "Afsar Sb" for what ?? well this is due to these luxuries and lavish larget-then-life style... that you mentioned Untill and unless we are not able to change the system please forget to minimize the budget of M-houses Besides... I often wonder that Pakistan is such a country where non-graduate or even just third degree pass graduate ministers are earning more then thrice salary package from those who are MBA or an Engineer or a Doctor how come they cry over Brain Drain??
