My observation is that lots of code is "unmaintainable" whether it is
"Open" or "Closed".  And of course there are lots of people who download
copies of FOSS software and never capture the source code.  And there
are lots of customers who are big enough that they demand the sources
from even the most proprietary of vendors (except maybe Adobe, who does
not even show their mothers their source code).

It is just that with "Closed" code the average bloke is given no chance
(or choice) to even try to maintain it, "unmaintainable" or not.

But "mandate" Open Source?  I would not tell customers what to do, I
would just spell out how stupid they were not to use open source.  It is
a customer's right to be stupid....

Unless it was the government, when they are using my tax dollars to do
something. In that case it becomes *my* business.  And believe it or
not, even the United States does not like having stupid government.
