If you presently hold a LPIC-1 (or LPIC-2) certification it will not
"expire" with the introduction of these new exams. As such an upgrade
exam is not necessary.  Go ahead and take your LPIC-1 exams now--the
introduction of new exams will not adversely effect you in any way.

Nevertheless, all certification programs must regularly update their
exams to ensure their timeliness and relevance.  Therefore we recommend
that candidates recertify every two years.  However, to ensure your
certification is deemed "active" in our database it is only necessary to
recertify every 5 years.  Alternatively, one could pursue a higher level
of certification.  Our recertification policy is outlined at:
