I have heard a lot of wishfulness (if not actual complaints), both among 
people contacting O'Reilly and on this mailing list, about the third 
edition of the Nutshell and our cutting back to Level 1. The reason is 
simply timing. I would have loved to put Level 2 into the book. But the 
book was already far behind the release of the test, and it took 
superhuman efforts on the authors' parts to finish the material for 
Level 1--material I think you'll be happy with.

I was the editor for the second edition too. We decided to cover both 
Levels (there was no Level 3 yet) but the book was tremendously late. It 
was a horrendous effort and we even considered dropping Level 2 or 
splitting Level 2 off into a second volume. We ended up not dropping 
Level 2 because we had advertised it. We didn't put it into a separate 
volume because, at that time, we thought there were too few people 
taking the course. (It's interesting, though, that our Japanese office 
put out translations of the book in two volumes.)

Let's look at the sales of the third edition and try to judge whether we 
could sell enough copies of a Level 2 book to take it on.
