/ contains subdirectories defined in FHS and a few other bits
/boot contains files needed to boot the system, usually kernel images
and initrd's
/lib/modules contains kernel modules, organized by kernel version

No.

AFAIR FHS doesn't have much to say about those directories above, but
I'm too lazy right now to find the reference so I could be wrong.

The first item you mention is an LIP-2 objective which already tells you
it ought to be very different from the second, and on a different level.
I would expect an LPIC-2 graduate to be very familiar with how to use,
create and maintain everything in /, /boot , and /lib/modules which
necessarily includes configuring, building and installing a custom
kernel with modules.
