I think you can cover the objectives in that timeframe as long as you
clearly define the audience.

Quite obviously, a junior sysadmin with LPIC-1 who has yet to work on
anything at LPI-2 level, is going to need lots more than 21 hours.
If OTOH the audience is experienced sysadmins with several years of good
quality experience, then 21 hours can be done. Then you will not be
teaching much but rather refreshing concepts the students are already
thoroughly grounded in.

I've always felt the correct LPI public were the latter. It's up to
their boss to get them to a point where an LPI instructor can start to
add real value.
