This is fine if all you're testing is mounting/umounting. What about fs
creation, maintenance, and troubleshooting (fs repair/modification)?

This sounds like a regional problem. Should this kind of thing be
tested? Even though I'm in Panama, where the same codepage is used
(850), I haven't run across this particular problem (yet). OTOH, here,
most admins work in English. How many others here have run across this
problem? Is it sufficiently common that we need to test on it?
