I have made the following change to the above objective:

 >Configure which services are available through inetd, or xinetd, and
 >use tcpwrappers to allow or deny services on a host-by-host basis,
 >manually start, stop, and restart internet services, configure basic
 >network services including telnet and ftp. Includes managing
 >inetd.conf, xinet.d/*, hosts.allow, and hosts.deny.

My reasoning is thus:

While many distros are moving to, or have moved to, xinetd, some still 
have not (eg, Slackware 8.0, Debian 2.2r3), and there will still be 
machines out there that still use inetd that LPIC-1 candidates will have 
to administer.

Thus, they need to be able to configure both types.
