Regardless or being right or wrong, I think that your answer would definitely
be considered something ;)

WRT to HLBR or IPS, in general, can be put in the objectives and it is up to
the JTA survey and everyone's opinion on whether each topic/objective/tool is
appropriate in the final objectives.
