You could use Moodle with it's quiz module.  I have used it for several 
classes and set up mock exams to prepare students for external 
certifications or internal assessment.  It offers all the typical 
question types multiple choice, single answer, multiple answer, fill in 
missing word, missing number, matching, penalties for wrong answers and 
you can even create a pool of questions and randomly pull say 20 
questions from the bank as an exam prep before going with a final exam 
with 50-100 questions from the bank.  You can restrict users to a 
certain IP range, date and time to take exams, require a password or key 
to login to take an exam, randomize questions and answers so students 
cant peek over their neighbours shoulder and it also support payment 
methods such as paypal to pay for your course or exam.  Any web browser 
will work with it and the server component uses php, mysql and apache on 
Linux or Windows.  Better than blackboard and all the other commercial 
offerings and it has a great support community behind it.
