It automates the creation and removal of the symlinks in the SysVinit runlevel directory structure. Figuring out what the "xx" should be in Sxxapache and Kxxapache is a serious pita best left to software and maintainers. The distro figures out what order the daemons start and stop in, and encode that in the init.d script. chkconfig reads that and runs ln and rm as necessary. In other words, a great big fat enormous convenience script :-) Just the kind of thing Unix admins have been writing for themselves for years.
