I was waiting for Matt to respond to this definitively but I guess he is waiting on me ;-)

Final objectives for both LPIC-2 and LPIC-3 will be announced in a media release this upcoming Tuesday. These objectives are presently live on our web pages (or should be) and do not differ from what is on the wiki.

I imagine given the discussions that have ensued here, Matt may make some addendums at some point (nothing is ever totally frozen) but you could say they are finalized.
