Though I do not think you are wrong, I still think Reiserfs ought to be kept where it is now. The focal points are: 1) what do people want to be LPIC-1 certified for? 2) how few is too few? What is the current number of users? I think that many people who seek an LPIC-1 cert need it to have a chance of landing a job in a place where Linux is used as an Enterprise platform. There you are likely to find a good number of legacy technologies still used in a production environment. Do you remember how much some people complained when LiLO was removed from the objectives? I do not think that LPIC-1 should be targeted primarily to home/personal users who can switch to the latest solution with ease, even if it is still experimental. If many of the major distributions still offer Reiserfs as a filesystem at install time they must know a number of users sizable enough not to be scoffed at are still using it. I think LPI should not anticipate changes that are yet to happen/consolidate in the major distros, lest LPIC runs out of sync in some key areas with the actual relevant use of Linux in the business.
