You can fix this by installing ifupdown2 in many cases.

But I don't see how this is related to the question discussed here.

I think ifup and ifdown lost importance. In Debian and Ubuntu, using
ifup and ifdown has many issues. On systems with desktop it's replaced
by network-manager on all systems. On SuSE its emulated by wickedd. And
maybe distributions will move on to use systemd-networkd in the future.
