They are different things, keep the topic, there is no need to keep
ifconfig, route, etc. commands.

root# rpm -qf `which ifup`
initscripts-9.49.39-1.el7.x86_64

root# rpm -qi initscripts-9.49.39-1.el7.x86_64 |tail -n 5
Summary     : The inittab file and the /etc/init.d scripts
Description :
The initscripts package contains basic system scripts used
during a boot of the system. It also contains scripts which
activate and deactivate most network interfaces.

I'm stop here, i have the feeling that consensus and concept is lacking.
