This has been the case with virtually all distributions. However, both /etc/X11/xorg.conf and/or /etc/X11/xorg.conf.d/* files can be used to explicitly dictate and/or override details. E.g., I regularly use them in multi-monitor and/or multi-GPU systems. I'm probably atypical, exposed to far more desktop/mobile usage than most users.
