I was looking into this a little here this afternoon (the nature of the bug
intrigued me).

The following lpc reread will kill off the lpd server:

lpc -D2 reread 3a@thugbert |& grep Send_request
2000-07-11-16:28:34.147 thugbert [24452] lpc 3a: Send_request: printer '3a',
host 'thugbert', format 6
2000-07-11-16:28:34.153 thugbert [24452] lpc 3a: Send_request:
connnect_timeout 10, transfer_timeout 30
2000-07-11-16:28:34.160 thugbert [24452] lpc 3a: Send_request: command '^F3a
john reread 3a'
2000-07-11-16:28:34.290 thugbert [24452] lpc 3a: Send_request: socket 6, real
host 'thugbert'

Yet this request will NOT kill off the lpd server:

lpc -D2 reread @thugbert | & grep Send_request
2000-07-11-16:29:04.828 thugbert [24463] lpc : Send_request: printer '', host
'thugbert', format 6
2000-07-11-16:29:04.830 thugbert [24463] lpc : Send_request: connnect_timeout
10, transfer_timeout 30
2000-07-11-16:29:04.832 thugbert [24463] lpc : Send_request: command '^F john
reread '
2000-07-11-16:29:04.981 thugbert [24463] lpc : Send_request: socket 6, real
host 'thugbert'

I hope that helps track down the problem...
