This version is effectively the same as LPRng-3.6.24 with
the syslog() security fix added. Sorry this has taken
so long to get out but I am just a little tiny bit busy
right now.

syslog Compromise -
modified syslog to use 'syslog(xx,"%s", msg).
gettext Compromise -
added the following to Initialize():
if( getuid() == 0 || geteuid() == 0 ) unsetenv("NLSPATH");
IN6_ADDR removed, in fact IPV6 stuff removed.
