Yet more followup. This no permissions problem I think has to
be in lpd (of LPRng). If I setup netcat to listen on port 515
on the printer server (no lpd running) and send an echo statement
from another machine using nc to port 515, the message comes through.

I have run with the DEBUG level on lpd as high as 100 (more
is better, right? :-). At that level, I see:
 SERVER Service_connection: listening fd 4
 SERVER Service_connection: socket 4, ip '192.168.10.3' port 961
 Get_remote_hostbyaddr: 192.168.10.3
then a bunch of malloc and Add_line statements, a section
on Fixup_fqdn, another Get_remote_hostbyaddr, a couple
of mallocs, a section titled Get_remote_hostbyaddr,
SERVER Service_connection: starting read on fd 4
 SERVER Service_connection: Read status 0, len 3, '^Blp'
SERVER Split: str 0x80b1ea0 'REJECT NOT SERVER', sep '
^L', sort 0, keysep '<NULL>', uniq 0, trim 0

and more stuff. So, it stops almost immediately after
starting to read.
