I hesitate to offer a suggestion, since this can get very machine specific,
and I do not know how Redhat printtool set up your queues, but:
1. What you you have in your smb.conf for your printer control commands? Do
you explicitly give what the lpq command is, like below:
[Win4LinZ53]
        printable = Yes
        printing = lprng
        print command = /usr/bin/lpr -PWin4LinZ53 -J'%J' %s; rm %s
        lpq command = /usr/bin/lpq -PWin4LinZ53
        lprm command = /usr/bin/lprm -PWin4LinZ53 %j
        lppause command = /usr/sbin/lpc hold -PWin4LinZ53 %j
        lpresume command = /usr/sbin/lpc release -PWin4LinZ53 %j

2. And, how about /etc/lpd.perms ? I keep mine simple:
DEFAULT ACCEPT
