Umm... unlikely.  The symptoms of the 'run-away filter' problem are:
  a) print a job with banner pages
  b) while job is printing,  turn printer off-line.  Make it a
     BIG job so that the job is still being transferred when
     you turn it off line.
  c) watch the CPU utilization hit the roof.

Your problem sounds like the filter is not getting invoked.
This could be due to a printcap problem.
What do you see when you do 'lpq -lllll'?  Does LPD report
trying to start up the filter?
