LPRng: why doesn't this printcap configuration work?

why doesn't this work? i want to be able to print to lp00 and have it route the job to lpq. the job never transfers. it always aborts. printing directly to lpq works.

 

[root@pay2print etc]# lpr -P lp00 /etc/hosts
[root@pay2print etc]# lpq -a
Printer: lpq@pay2print
 Queue: no printable jobs in queue
 Status: job 'cfA223pay2print' removed at 11:51:24.236
Printer: lp00@pay2print (dest lpq@localhost)
 Queue: no printable jobs in queue
 Status: removing job 'cfA489pay2print' - ABORT at 12:05:51.110

i'm using LPRng-3.7.4 and redhat v7.2
