What you want is the PostScript "watermark" capability.  You create an 
"EndPage" operator.  I think I posted my code for this to the LPRng list a 
while back.  If you email me after I get back from my vacation on 7/11, I 
can send you a copy of my new, improved code.  It creates a header only on 
the first page, but that is easily changed.  The PostScript code can be 
inserted into the print job by your server.

One catch - the PostScript generated by some drivers can contain its own 
"EndPage" operator which will supersede yours.  The Adobe Systems driver 
does not do this.
