The example I looked at reads as follows, and seem to have several spaces:

## # Accept connections from hosts on subnet 130.191.0.0 or
## # from the server.
##   ACCEPT SERVICE=X REMOTEIP=130.191.0.0/255.255.0.0,\
##              128.0.0.0/8
