I have seen such pages printed on HP printers directly connected to the
Internet that lack access restrictions and passwords set.  Configuring
the printer to limit access and have passwords prevents the garbage
pages from being printed, which can be done over telnet or in a properly
formatted TFTP boot file.  The syntax each HP printer accepts varies by
model, and firmware upgrades may reset the printer back to an open state
despite a TFTP boot file.

SNMP and syslog logging work well; HP printers will log TFTP boot file
reading errors to syslog, along with password authentication attempts.
For properly configured printers, I have been seeing authentication
failures from random off-site systems in the logfiles.

May 25 23:36:57 color  printer: authentication failed from 210.58.87.62

The printer in question is nowhere near the above IP address (selected
randomly from the logs) that appears to belong to a "Taiwan Cable Modem
Service Provider."

I have also heard references to malware for Microsoft systems that does
various bad things to printers, which could account for the above
garbled pages.  Ensure the printer firmware is kept up-to-date, and if
Microsoft systems must be used ensure all of them have proper anti-virus
and firewall software configured and maintained, or otherwise isolate
them from direct access to the printers and the Internet if possible.
