PyKota, available under the GNU GPL from :

implements printers groups since exactly yesterday !        
(next official release before January 20)

This should help you solve this problem.

Just create the simplex and duplex printers in PyKota, then create
a printer group, then add these two printers to the group

Don't set any quota on simplex and duplex (you can set one if needed),
but set quota only on the printer group to which belong these two
printers
