on nt based systems (NT, Win2000, WinXP, Win2003) the windows messenger service has to 
be running. The default of this service is to automatically starting it at boot time, 
but if you disable this, your popup messages never reach you.
Many people with direct connections to www disabled this, because there are some tools 
to spam over this service.
