The article makes a good point that for outward perception of Linux a standard is needed. As for Linux continuing without a standard for the past two years, I would be inclined to feel that even though there hasn't been an official standard, the involvement of Redhat and other distributions in this project has provided a valuable forum to provide guidance to the said distributions during this period.
