If memory serves, we very briefly mentioned this in New York. Various standards committees have worked on things like useradd and adduser in the past but if memory serves those drafts never made it to standards. For the LSB, my guess is we want to leave out a command line interface at least for the first version - but then again, if you want to write up a draft spec (for publication outside LSB if it doesn't make sense for LSB), I never discourage people actually working on stuff :-). P.S. I'm also ignorant of passswddb (and not finding it on google) but I agree that PAM is the preferred interface.
