The assertion tested is:
Reference 3.10-5 (A)
The implementation provides an exec-able version of the update
utility in the /sbin directory.
This test fails if /sbin/update is only executable for user root.
This is not covered by chapter 3.10 of the FHS 2.1 which only
_recommends_ to give gloval execute permissions for
all tools in /sbin.
I propose to test only on existence and exec permissions for root.
