Yes, these failed tests are all related to non-ASCII characters. Try
Raphaël's fix for #253: export LANG=en_US.UTF-8.

it works, but it's strange because my LANG was fr_FR.UTF-8.
Are you sure that during packaging rpmbuild doesn't reset the
environment? This is at least the case while building Debian packages
(the idea being that the user's environment does not affect the build).
RPM is in progress...
