What I can say is that it is alive and used by a lot of organizations.
The product is quite stable, that's why there is not much activity, even
if we know we have some work on new features. LSC is a free software,
you are welcomed to help us.

LSC can indeed be used to sync entries from an LDAP server to one or
several databases. You can also use the executable plugin to call REST
or SOAP API if you need.

I would read the documentation and try to create a first LSC connector.
