Hmm….  Ethernet is not ‘special’.   Pretty much all that we have today.  :-)

If DR/DIS election fails, then there’s likely to be a failure in flooding.  
Anything transiting that network is likely to be mis-routed. Seems not very 
different to me.  The phone will ring regardless.
