Folks - This draft is a revival of draft-chen-isis-rfc5316bis - work which was started a couple of years ago but unfortunately never completed.
RFC5316 does not support encoding the source address of Inter-AS Reachability TLV (TLV 141) in cases where the router is IPv6 only. This draft adds that support. It is equivalent to the work that was done for the Router Capability TLV in RFC 7981.
