Hi!

I just found that rfc2966 is in the DownRef registry already, so I’m starting 
the IETF LC now.

We will still need to update the reference, but that can be done with any other 
LC comments.

It’s important that we make this update before the LC because rfc2966 was 
Informational, so it would require a DownRef, but rfc5302 is in the Standards 
Track.
