I've posted a new draft
https://www.ietf.org/archive/id/draft-liu-lsr-mpls-inspection-msd-00.html.
This draft defines a new type of MSD, Base MPLS Inspection MSD, and the
mechanism to signal this MSD using IGP and BGP-LS.
The requirement for this MSD mainly comes from MNA, but this is a generic MSD
for MPLS.
