There were attempts to merge the drafts but the solutions and use cases are 
different. The WG group consensus was to adopt the technical solution in the WG 
document and it has significant momentum. The 
draft-wang-lsr-prefix-unreachable-annoucement solution purports to solve more 
use cases and could be discussed independently. I consider this closed.
