And the draft doesn’t change this - we are working on an update where this is 
clearer.

You wouldn’t do this in the case of graceful restart - refer to RFC 3620. The 
data plane on the restarting router learns it pre-restart LSAs from its 
neighbors.

With NSR, the OSPF state is sync’ed and, in effect, there is no OSPF restart. 
Of course, this isn’t specified in any standard.
