For the "intentional" asymmetric(for TE), we can think other solution to deploy 
the SAV mechanism on demand.
We are trying to solve the "accidental" asymmetric by the BM-SPF features to 
assure the symmetric routing in default in the operator network.
I agree with you, ISP doesn't need to build the symmetric on all paths, 
especially via the strict requirements of the metric configuration on all 
interfaces of the all routers within one IGP domain.

But, deploy the SAV mechanism based on one symmetric ensured network(via the 
BM-SPF feature) can ease the burden of complex revised SPF to accomplish the 
same aim.

There is not something to "solve".  Asymmetric routing in an ISP network is 
something which can be very intentional (for TE), or accidential (because each 
IP router decides how and where wants to forward packets).

ISP networks can be built to be symmetric on all paths, but that takes 
conscious effort and brings little benefit, so it is not normally done.

So all assumptions that rely on symmetric routing on the inside of a network 
are flawed, and all solutions that rely on this assumption can not work.
