Speaking as WG member: I believe you are talking about the similarities between https://datatracker.ietf.org/doc/draft-ietf-lsr-distoptflood/ and RFC 5614 rather than https://datatracker.ietf.org/doc/draft-prz-lsr-interop-flood-reduction-architecture/. <https://datatracker.ietf.org/doc/draft-prz-lsr-interop-flood-reduction-architecture/> The latter draft (which is under adoption) is a quite straightforward mechanism to allow operation of multiple flooding algorithms in the same IGP area.
The are distinct differences between the CDS selection algorithms in the former draft and RFC 5614 but I’ll leave it to the co-authors to respond.
