I happen to have another YANG model draft on the RFC queue that we did
update the reference to [ID-draft-ietf-tls-rfc8446bis]. Since the reference is 
informative
rather than normative, we should be able to update the reference without 
blocking
publication (even if it is still be discussed when this draft is edited).
