Ray introduced a question regarding whether the sub-use cases under
Configure Pipeline should be consider part of PCS activities. We
discussed the issue of pipeline configuration in the context of
related topics, including "smart reprocessing", dynamic steering, and
application robustness. Our conclusions:
* the ability of a pipeline to reconfigure itself is considered
mainly a form of application robustness.
* pipeline reconfiguration/steering at the moment is being
considered at the pipeline stage level, not sub-stage or more
dynamic.
* PCS will handle the creating a pipeline instance for a particular
platform; however, configuring it for a particular input
collection or output products will be a function of Pipeline
Execution.
* Pipeline configuration will likely leverage capabilities of the
particular PCS technology used.
Action Ray: update notes to reflect division between PCS & PE, tag
the pipeline configuration use cases.
