Based on a conversation with Tim, and the expectation that about 20% of available observing time will be lost to weather and operational activities, we have re-thought the 99.9% availability constraint. If we assume DM related lost time will amount to only 10% of the 20% (think about that one), then DM could account for up to 2% of the lost time. Hence, availability should be about 98%. So, that is now our baseline for design/proposal. Don’t worry if we are already better than that, but don’t add things at this point to hit the 99.9%. Thanks!
